Kjo<br \/>\nndodhi, se k\u00ebsaj demokracie t\u00eb<br \/>\nre i mungoi vazhdimisht nj\u00eb<br \/>\nkriter themelor i saj, drejt\u00ebsia.<\/p>\n<p>Historikisht e formuar mij\u00ebra<br \/>\nvite p\u00ebrpara n\u00eb Athin\u00ebn e<br \/>\nlasht\u00eb, n\u00eb Rom\u00eb, n\u00eb themelet e<br \/>\nqytet\u00ebrimit njer\u00ebzor insti\u00ad<br \/>\ntucioni i drejt\u00ebsis\u00eb n\u00ebnkuptoi<br \/>\ndomosdoshm\u00ebrin\u00eb e vendosjes<br \/>\ns\u00eb disa kritereve themeltare.<br \/>\nRespektimi i tyre, s\u00eb pari, de-<br \/>\ntyrimisht nga klasa drejtuese e<br \/>\n\u00e7do shoq\u00ebrie, do t\u00eb krijonte<br \/>\nkushte p\u00ebr lirin\u00eb e bashk\u00ebsis\u00eb<br \/>\nnjer\u00ebzore, duke realizuar bara-<br \/>\nzin\u00eb shoq\u00ebrore p\u00ebrpara k\u00ebtyre<br \/>\nkritereve, q\u00eb jan\u00eb ligjet dhe<br \/>\nmund\u00ebsuan formimin e shtetit<br \/>\nsi forma m\u00eb e zhvilluar e jetes\u00ebs<br \/>\nt\u00eb shoq\u00ebris\u00eb.<\/p>\n<p>Klasa politike e nj\u00eb vendi,<br \/>\npozit\u00eb apo opozit\u00eb qoft\u00eb ajo, nuk<br \/>\nmund t\u00eb luaj\u00eb me elementet<br \/>\nbaz\u00eb t\u00eb funksionimit t\u00eb bashk\u00eb-<br \/>\nsis\u00eb shoq\u00ebrore sipas d\u00ebshir\u00ebs s\u00eb<br \/>\nsaj. Por ato nuk jan\u00eb prej pla-<br \/>\nsteline, q\u00eb secila pal\u00eb t\u2019i pa-<br \/>\nraqes\u00eb me form\u00ebn q\u00eb ajo d\u00eb-<br \/>\nshiron dhe pastaj t\u00eb predikoj\u00eb<br \/>\np\u00ebrpara shoq\u00ebris\u00eb q\u00eb drejton, se<br \/>\npo nd\u00ebrton nj\u00eb demokraci t\u00eb<br \/>\np\u00ebrparuar etj.<br \/>\nEsht\u00eb mjerane dhe shum\u00eb<br \/>\nmiope shpresa, q\u00eb t\u00eb b\u00ebsh mas\u00ebn<br \/>\nt\u00eb respektoj\u00eb ligjin, kur shteti<br \/>\ndhe klasa politike e p\u00ebrfaq\u00ebsuar<br \/>\n(vijon n\u00eb faqen 4)<\/p>\n<p>DREJTESIA E MUNGUAR&#8230;<br \/>\nDHE LOGJIKA HISTORIKE<br \/>\nVijon nga faqja 3<br \/>\nn\u00eb t\u00eb e shkel ose anash-<br \/>\nkalon at\u00eb dhe aq m\u00eb keq<br \/>\nkur abuzon me t\u00eb n\u00eb inte-<br \/>\nres t\u00eb dikujt. Drejt\u00ebsia<br \/>\nmund t\u00eb vonohet, por jo t\u00eb<br \/>\nmos vihet n\u00eb vend.<br \/>\nDymij\u00eb vitet e tra-<br \/>\nsh\u00ebgimis\u00eb kristiane or-<br \/>\nthodhokse n\u00eb Shqip\u00ebri,<br \/>\ndymij\u00eb vite q\u00eb dhan\u00eb ko-<br \/>\nntributin e tyre n\u00eb krij-<br \/>\nimin e asaj, q\u00eb sot quhet<br \/>\nkomb\u00ebtare n\u00eb trash\u00ebgi-<br \/>\nmin\u00eb e bashk\u00ebsis\u00eb sho-<br \/>\nq\u00ebrore t\u00eb Shqip\u00ebris\u00eb s\u00eb so-<br \/>\ntme, n\u00eb ikon\u00ebn e p\u00ebrgji-<br \/>\nthshme kulturore, artit,<br \/>\ngjuh\u00ebs, zakoneve, t\u00eb vet\u00eb<br \/>\nmar\u00ebdh\u00ebnieve njer\u00ebzore<br \/>\nt\u00eb jet\u00ebs s\u00eb tyre, sht\u00eb vet\u00eb Pamje e Kish\u00ebs Orthodhokse n\u00eb qend\u00ebr (djathtas), aty ku sot ngrihet hotel \u2018Tirana4.<br \/>\npamja historiko-kulturo-<br \/>\nre e k\u00ebtij vendi q\u00eb me shum\u00eb se<br \/>\n\u00e7do gj\u00eb tjet\u00ebr i demonstron me<br \/>\npasurin\u00eb e saj arkeologjike, arki-<br \/>\ntektonike me mozaik\u00ebt e katako-<br \/>\nmbet sa e thell\u00eb \u00ebsht\u00eb bashk\u00ebje-<br \/>\ntesa dhe bashk\u00ebformimi kulturor<br \/>\nmidis bashk\u00ebsis\u00eb shoq\u00ebrore dhe<br \/>\nfes\u00eb kristiane orthodhokse. Tra-<br \/>\nsh\u00ebgimi q\u00eb ka luajtur rol par\u00ebsor<br \/>\nn\u00eb shk\u00ebmbimin reciprok t\u00eb<br \/>\nvlerave, kulturave e qytet\u00ebri-<br \/>\nmeve t\u00eb trevave p\u00ebrreth, duke<br \/>\nspikatur dhe karakteristikat e<br \/>\nsecilit prej tyre. Ruajtja e k\u00ebtyre<br \/>\nvlerave dhe \u00e7uarja e tyre p\u00ebrpara<br \/>\n\u00ebsht\u00eb jo me detyr\u00eb, por nevoj\u00eb p\u00ebr<br \/>\nt\u00eb ruajtur ekuilibret e zhvillimit,<br \/>\np\u00ebr t\u00eb ndihmuar dhe jo penguar<br \/>\np\u00ebrparimin shoq\u00ebror dhe respe-<br \/>\nktuar traditat komb\u00ebtare.<br \/>\nNje element thelb\u00ebsor n\u00eb k\u00ebt\u00eb<br \/>\nk\u00ebndv\u00ebshtrim \u00ebsht\u00eb respektimi i<br \/>\nbarabart\u00eb i t\u00eb drejt\u00ebs s\u00eb vendosur<br \/>\nn\u00eb shekuj sipas kontributit dhe<br \/>\nd\u00ebshir\u00ebs s\u00eb popullit. Pa b\u00ebr\u00eb<br \/>\nhistori dhe pa p\u00ebrmendur d\u00ebmet<br \/>\nkolosale etike e morale q\u00eb solli<br \/>\nn\u00eb Shqip\u00ebri mohimi shtazarak i<br \/>\nvlerave kristiane nga regjimi<br \/>\nkomunist, t\u00eb cilat sot po eviden-<br \/>\ntohen si plag\u00eb t\u00eb thella morale t\u00eb<br \/>\nshoq\u00ebris\u00eb (p\u00ebrmend k\u00ebtu se ato<br \/>\nu shoq\u00ebruan dhe me shkat\u00ebrrimin<br \/>\nbarbar t\u00eb objekteve fetare t\u00eb cilat<br \/>\nmbartnin dhe nj\u00eb pjes\u00eb t\u00eb madhe<br \/>\nt\u00eb pasuris\u00eb shpirt\u00ebrore kulturore<br \/>\ne materiale t\u00eb tij). Liria e besimit<br \/>\nshpirt\u00ebror dhe ushtrimit t\u00eb saj e<br \/>\nrikthyer nga fuqia e zotit n\u00eb vitet<br \/>\ne demokracis\u00eb s\u00eb re, domosdo-<br \/>\nshm\u00ebrisht k\u00ebrkoi ringritjen edhe<br \/>\nmateriale t\u00eb objekteve, ku ajo<br \/>\nmerr forc\u00ebn e shprehjen e saj. Si<br \/>\nt\u00eb tilla u nd\u00ebrtuan dhe rikonstru-<br \/>\nktuan t\u00ebr\u00ebsisht rreth shtat\u00ebdhje-<br \/>\nt\u00eb syresh, shoq\u00ebruar me ndih-<br \/>\nm\u00ebn e kontributin e vet\u00eb besim-<br \/>\ntar\u00ebve dhe dashamir\u00ebsve t\u00eb kul-<br \/>\ntur\u00ebs orthodhokse.<br \/>\n\u00c7udit\u00ebrisht n\u00eb Tiran\u00eb, n\u00eb<br \/>\nkryeqytetin ton\u00eb, ku pjes\u00ebmarrja<br \/>\ndhe p\u00ebrfaq\u00ebsimi i gjith\u00eb klas\u00ebs<br \/>\nkulturore e inteligjenc\u00ebs shoq\u00ebro-<br \/>\nre \u00ebsht\u00eb n\u00eb shkall\u00ebn m\u00eb t\u00eb lart\u00eb,<br \/>\ne drejta e rikthimit t\u00eb vendit t\u00eb<br \/>\nKatedrales t\u00eb Kish\u00ebs Orthodho\u00ad<br \/>\nkse Autoqefale t\u00eb Shqip\u00ebris\u00eb ka<br \/>\nmbetur e varur peng n\u00eb qaf\u00ebn e<br \/>\npolitikan\u00ebve dhe shtetit shqiptar.<br \/>\nE nd\u00ebrtuar n\u00eb vitin 1847 n\u00eb she-<br \/>\nshin kryesor t\u00eb Tiran\u00ebs, n\u00eb at\u00eb<br \/>\nkoh\u00eb qend\u00ebr administrative e pe-<br \/>\nrandoris\u00eb Turke, u prish n\u00eb vitin<br \/>\n1966, kur Tirana ishte kryeqytet<br \/>\ni Shtetit Shqiptar, p\u00ebr t\u2019i l\u00ebshuar<br \/>\nvend nd\u00ebrtimit t\u00eb hotel \u201cTiran\u00ebs\u201d,<br \/>\nvep\u00ebr e planit t\u00eb kat\u00ebrt pes\u00ebvje-<br \/>\n\u00e7ar. Akoma edhe sot bashk\u00eb me<br \/>\n4.000 metrat katrore t\u00eb tok\u00ebs q\u00eb<br \/>\ni p\u00ebrkisnin, nuk i \u00ebsht\u00eb kthyer<br \/>\nKomunitetit Orthodhoks t\u00eb<br \/>\nTiran\u00ebs dhe t\u00eb mbar\u00eb Shqip\u00ebris\u00eb.<br \/>\nParadoks i koh\u00ebs apo e drejt\u00eb e<br \/>\nmunguar nga shteti, q\u00eb p\u00ebrpiqet<br \/>\nte vendos\u00eb drejt\u00ebsin\u00eb. Instituci-<br \/>\noni i s\u00eb Drejt\u00ebs i mohohet Institu-<br \/>\ncionit t\u00eb Kish\u00ebs. M\u00eb pas ndokush<br \/>\nmerr p\u00ebrgjegj\u00ebsi qesharake t\u00eb<br \/>\nmohoje historin\u00eb, trash\u00ebgimin\u00eb<br \/>\ndhe t\u00eb luaj\u00eb n\u00eb tavolin\u00ebn e inte-<br \/>\nresave politike e pse jo edhe eko-<br \/>\nnomike interesin e nj\u00eb komuni-<br \/>\nteti me trash\u00ebgimin\u00eb e tij shpi-<br \/>\nrt\u00ebrore dhe pasurin\u00eb e tij legji-<br \/>\ntime. N\u00eb kund\u00ebrshtim edhe me<br \/>\nligjin e s\u00eb drejt\u00ebs s\u00eb pron\u00ebs, t\u00eb<br \/>\np\u00ebrfolur shum\u00eb nga t\u00eb djatht\u00eb e<br \/>\nt\u00eb majt\u00eb kur b\u00ebhet ^al\u00eb p\u00ebr Ki-<br \/>\nsh\u00ebn Orthodhokse p\u00ebr komuni-<br \/>\ntetin e dyt\u00eb nga madh\u00ebsia dhe m\u00eb<br \/>\nt\u00eb vjetrin nga historia n\u00eb Shqi-<br \/>\np\u00ebri, gjendet ende dikushi q\u00eb<br \/>\npengon legjimitetin dhe ngat\u00eb-<br \/>\nrron faktet historike.<br \/>\nShteti t\u00eb mos luaj\u00eb me kon-<br \/>\nceptet baz\u00eb t\u00eb demokracis\u00eb, t\u00eb<br \/>\nvendosi t\u00eb drejt\u00ebn n\u00eb vendin e<br \/>\nsaj, Kisha Orthodhokse Autoqe\u00ad<br \/>\nfale e Shqip\u00ebris\u00eb kishte n\u00eb qen-<br \/>\nd\u00ebr t\u00eb Tiran\u00ebs katedralen e saj<br \/>\ndhe minimalisht i takon e drejta<br \/>\nt\u2019i jepet toka n\u00eb qend\u00ebr, p\u00ebr t\u00eb<br \/>\nnd\u00ebrtuar s\u00ebrish at\u00eb q\u00eb nj\u00eb shtet<br \/>\ndjall\u00ebzor e prishi. Esht\u00eb e gabuar<br \/>\nt\u00eb luash me nj\u00eb pjes\u00eb t\u00eb historis\u00eb,<br \/>\nt\u00eb identitetit t\u00eb nj\u00eb pjese t\u00eb po\u00ad<br \/>\npullit.
